Edit: Speaking primarily for people in the US. People in 3rd world countries and non-capitalistic societies don't exactly have it this easy.

some do most don't. most people get caught in the cycle of poverty and have to support their family and in the process they don't have the time/money to go to college and get a good job.
of course some people are lazy and bring it upon themselves but for most people its the first one

some are just born into it while others cause themselves to go into it (gambling, debt, etc.) for those that are born into it i feel sorry for but i have no sympathy for the ones that caused themselves to become poor.

Ok, so to answer your question, I think that yes to a certain extent people who are poor (and "poor" varies on perception and definition) do bring it upon themsevles. It's funny, but I'd say after you graduate college and you're in your mid-20's, you start having "regrets". It's almost as if all of a sudden you can see the choices you made in the past and where they got you.
I'm sure many of the "cool kids" back in highschool who smoked pot all day, banged the hot girls back then and beat up the loser AP/Honors kid is sitting in a checkout corner of Walmart at the age of 24 with no college degree and a piece of shit Kia sitting outside in the parking lot. After working 14 hours at minimum wage, this guy hikes his fat out of shape ass over to McDonalds and has dinner, which is a Fish-Filet for 99 cents and wonders how his life would be different had he not blown of classes for drag racing or had actually tried to get into college.
I have no pity for people like that. In fact, I laugh and shit on people like that because I was one of those kids who got beat up and made fun of. Call it a sadistic outlook on life, or revenge at it's finest but every time I run into a self-made disaster, I look at my body, my car, my clothes, my job and my life and think to myself how much it sucks to be them.
BUT
On the other hand, you've gotta realize that some people are almost trapped in a modern day social caste system because of where they grew up, bad neighborhoods, bad schools, etc. Environments where opportunities are rarely given, and even more rarely created. Maybe one person out of a hundred can fight his or her way out of a poor environment as such.
Thus, I do think people who are poor or unsuccessful bring it upon themselves either based on apathy or lack of effort, though it's not always the case.

pursuit of happyness is a good movie. it shows what the guy had to go through to make it and he went through hell to do it. i guess some people would rather stay where they are and not have to take a huge risk.
i think education has something to do with it. in my hs every class room has a projector that costs around 1000 dollars. if you live in a city chances are you are going to get a second rate education.
but i think the biggest factor is how your parents raise you. if your parents don't give a shit about your grades chances are you won't either. if your parents whip you every time you get a c you prob won't get c's anymore.

There is no excuse to be "poor" in America once you have grown up. Not everyone can or will become rich, that I will say. But if you're broke as f*ck and really bust your ass educating yourself and planning out your career, there's no reason why you can't at least be middle class.

I think that some people are born stupid - that's a fact.
If you're truly stupid it's hard to get a good education and a good job.
There are still plenty of non-stupid people who are poor because they're lazy or are afraid to take chances.
